Why AI compliance matters for UAE-based businesses trading with the EU
The EU AI Act has extraterritorial reach: it applies to non-EU providers and deployers whose AI system output is used in the European market. For UAE businesses exporting goods, delivering professional services or operating digital products with EU customers, this means the same compliance obligations apply as for EU-headquartered firms. Article 4 (AI literacy of personnel) has been in force since 2 February 2025; high-risk system obligations from Annex III (HR scoring, credit, education, biometrics, critical infrastructure) come into force on 2 August 2026.
In parallel, the UAE National AI Charter (2024) and the federal AI strategy create overlapping obligations on UAE soil. Family offices in DIFC and ADGM, free zone businesses in JAFZA and DMCC, and government-affiliated entities increasingly request documented AI governance as part of vendor onboarding. Failing to demonstrate AI literacy and risk management is now a procurement blocker, not just a regulatory risk.

What is the European Digital Credential and why does it matter in the UAE
The European Digital Credential (EDC) is the EU-standard digital credential format with cryptographic eIDAS seal. The eIDAS Regulation (910/2014) gives the credential the same legal status as a qualified electronic signature: legally binding, machine-verifiable, recognised across all 27 EU member states without further authentication. AIPIA, our institutional partner, is one of the first Italian AI organisations authorised by the EU as EDC Issuer.
For UAE professionals and businesses the practical advantages are concrete: cross-border mobility into the EU job market without credential re-validation, EU enterprise procurement compliance (most EU buyers now require eIDAS-grade evidence of training), ATS-readable format that integrates with major HR platforms (Workday, SuccessFactors, SAP), free Europass digital wallet for storage and sharing.

How we work
Engagement starts with a 60-minute discovery call (€240, credited against any subsequent project), followed by a 2–3 week audit, a strategic roadmap with KPIs and milestones, implementation phase, and structured training. We deliver work via in-person sessions in Dubai (JLT and DIFC), video calls across multiple time zones (CET, GST, EST), and on-site workshops at client premises in the UAE, Saudi Arabia, Qatar and Oman.
Working languages: English, Italian, Spanish. Project delivery in English by default. Documentation produced in client's preferred format and language combination.
Frequently asked questions
Do you work with businesses incorporated only in the UAE?
Yes. Prompti.it is delivered through Intarget DMCC, our parent company licensed in Dubai (DMCC license 809871, JLT). For UAE-only engagements we invoice from Dubai, with no EU VAT applicable. We also serve UAE businesses with EU subsidiaries or EU export operations, which is the most common case for our GCC clients.
How does the EU AI Act apply to businesses outside the EU?
The AI Act applies extraterritorially when an AI system's output is used in the EU. UAE businesses exporting to the EU, providing AI-powered services to EU customers, or processing data of EU residents fall within scope. Article 4 (AI literacy) is in force since 2 February 2025, high-risk obligations from 2 August 2026. Non-compliance can lead to fines up to €35M or 7% of global turnover, plus exclusion from EU enterprise procurement.
What is the difference between AIPIA certification and other AI certifications?
AIPIA is the first Italian AI association authorised by the EU as Issuer of European Digital Credentials with eIDAS seal. The eIDAS seal makes the credential legally equivalent to a qualified electronic signature across all 27 EU member states. Practical difference: an AIPIA certificate is verifiable online via the official Europass wallet in 30 seconds, machine-readable by enterprise ATS systems, recognised by EU regulators. Most AI bootcamp certificates are PDF documents without legal recognition outside the issuing organisation.
Do you have a presence in Dubai or do you work remotely only?
Both. Intarget DMCC is physically based in Jumeirah Lakes Towers, Dubai. We meet UAE clients in person for discovery sessions, workshops and on-site training. Most ongoing project work happens via video calls (Zoom, Teams, Google Meet) with monthly or quarterly in-person reviews. For Saudi, Qatar and Oman clients we organise dedicated trips when project complexity warrants it.
How are projects priced and invoiced?
Initial discovery call: €240 (USD ~260, AED ~960), one hour, credited against any subsequent project. Audit AI engagements: from €1,000 (typically €3,000–€8,000 for SMEs). Full project scope ranges from €5,000 to €25,000 for SMEs and €30,000–€150,000+ for enterprise. Invoiced from Intarget DMCC Dubai with no EU VAT applicable (out-of-scope under Italian DPR 633/72 art. 7-ter). USD, EUR and AED accepted. Bank transfer or wire.
